The Hong Kong PhD Fellowship Scheme (HKPFS) 2027/28 is a prestigious fellowship established by Hong Kong’s Research Grants Council to attract outstanding international students to pursue full-time PhD studies at participating Hong Kong universities. For the 2027/28 academic year, 400 PhD fellowships will be awarded. The Fellowship provides an annual stipend of HK$344,400 and a conference and research-related travel allowance of HK$14,400 per year for up to three years. Applicants who require more than three years to complete their PhD may receive additional support from their chosen university, subject to its arrangements. Applicants from all countries and backgrounds may apply, provided they are seeking admission as new full-time PhD students and meet the relevant university and programme requirements. Selection considers academic excellence, research ability and potential, communication and interpersonal skills, and leadership abilities. Applicants may select up to two programmes within one or two participating universities. They must submit the initial HKPFS application and also complete the required PhD admission application directly to their selected university or universities. Individual universities may have their own admission deadlines.
HKPFS fellows pursue full-time PhD research at one of Hong Kong’s participating UGC-funded universities. The scheme supports high-achieving researchers across a wide range of academic disciplines and provides financial support, research opportunities and access to Hong Kong’s international higher education environment.
