Mundus MAPP Scholarships 2027–2029 in Europe The Mundus MAPP – Erasmus Mundus Master’s Program in Public Policy is a two-year international joint Master’s program delivered by four European higher education institutions: Central European University Private University in Austria, the International Institute of Social Studies of Erasmus University Rotterdam in the Netherlands, the Institut Barcelona d’Estudis Internacionals in Spain, and the University of York in the United Kingdom. The program is designed for students who want advanced academic and practical training in public policy, governance, political economy, development, European policy, and international policy processes. For the 2027–2029 cohort, applications are currently open. Applicants who want to be considered for financial aid, including the Erasmus Mundus Joint Master’s scholarship, must submit their application by December 1, 2026 at 23:59 Central European Time (CET). Applicants who do not seek financial aid have later deadlines depending on their EU/EEA residence status. The official admissions calendar lists April 15, 2027 as the deadline for non-EU/EEA self-funded applicants and July 1, 2027 for EU/EEA self-funded applicants. 4 About Mundus MAPP Mundus MAPP is an internationally oriented public policy Master’s program that combines academic study with international mobility and practical exposure. Rather than keeping students at one university for the entire degree, the program requires students to study at two different consortium institutions in two different countries. This mobility structure allows students to experience different European academic environments, policy traditions, institutional settings, and approaches to public policy. The program is delivered as a full-time, in-person Master’s degree. Physical mobility is compulsory, and students must complete study periods in two different countries, with each study period carrying at least 30 ECTS. The countries involved in the chosen mobility track must also be different from the country in which the student resides at the time of application or enrollment. 5 The program brings together four major European academic institutions and provides students with an interdisciplinary education in public policy. Its curriculum combines policy analysis, economics, political science, governance, development studies, international relations, research methods, and practical policy-oriented learning. Mundus MAPP Scholarships 2027–2029 For the 2027–2029 cohort, the Mundus MAPP Consortium states that Erasmus Mundus Joint Master’s (EMJM) scholarships will be offered to outstanding applicants from both within and outside the European Union. The scholarships are competitive and only a limited number are available. The EMJM scholarship is calculated using a rate of €1,400 per month for the 24-month program, giving a maximum scholarship amount of €33,600. Scholarship recipients also receive a full tuition-fee waiver. According to the official financial-aid information, the €1,400 monthly contribution is intended to assist with travel, visa, installation, subsistence, and other costs. 6 This means applicants should not interpret the scholarship as an unlimited package covering every possible expense. The official program specifically states that certain costs remain the responsibility of students, including the Study Visit, normally around €600–€1,000 depending on the destination, Winter School, normally around €600–€1,000 depending on the destination, and travel and visa costs between the student's home country and consortium countries or when moving to the second-year university. 7 Because the EMJM scholarships are limited and awarded according to academic merit, applicants who submit their application by the scholarship deadline are asked within the online application whether they wish to be considered for financial aid. There is no separate scholarship application. 8 Institutional Scholarship In addition to EMJM scholarships, the Mundus MAPP Consortium states that it will offer one Institutional Scholarship per study track. Recipients receive a 50% tuition-fee waiver at the Year 1 and Year 2 institutions. However, the institutional scholarship does not include a stipend. Therefore, applicants should distinguish between the competitive Erasmus Mundus scholarship and the institutional tuition-waiver scholarship. The two forms of financial support have different levels of coverage and should not be described as identical funding packages. 9 Tuition Fees and Self-Funded Study The official tuition-fee information for the 2027–2029 cohort states that the Mundus MAPP tuition fee is €13,000 per academic year, or €26,000 for the full two-year program. Students who do not receive sufficient financial aid may therefore study through the self-funded route, subject to the relevant admissions requirements and deadlines. 10 The existence of a self-funded route is important because not every admitted applicant receives an Erasmus Mundus scholarship. The Consortium itself encourages applicants to seek external funding because the number of EMJM scholarships is limited. 11 Four Mobility Tracks Applicants must choose one of four available mobility tracks when applying. The selected track determines the academic specialization and the two institutions where the student will study. The CEU-IBEI track focuses on Global Public Policy. Students study at Central European University Private University in Vienna, Austria during the first year and continue at the Institut Barcelona d’Estudis Internacionals in Barcelona, Spain during the second year. The track emphasizes international and global policy processes, international organizations, global policy regimes, policy analysis, economics, European studies, international relations, and international political economy. 12 The CEU-York track focuses on European Public Policy. Students study at Central European University Private University in Vienna during Year 1 and the University of York in the United Kingdom during Year 2. The track examines public policy within the European Union, its member states, and neighboring countries, including policy design, implementation, evaluation, European integration, comparative politics, economics, and policy analysis. 13 The ISS-IBEI track focuses on Political Economy and Development. Students study at the International Institute of Social Studies in The Hague during Year 1 and IBEI in Barcelona during Year 2. The track examines political economy, development, governance, international relations, international political economy, development economics, and the ways different institutions and global processes influence public policy. 14 The ISS-York track focuses on Governance and Development. Students study at the International Institute of Social Studies in the Netherlands during Year 1 and the University of York in the UK during Year 2. The track examines governance, development, public administration, organizational studies, conflict, international relations, and policy processes in developing-country contexts. 15 Academic and Professional Focus Mundus MAPP is designed around the relationship between public policy theory, research, and practical policy problems. Students receive training in core policy subjects while also developing research and professional skills. The curriculum includes areas such as quantitative methods for public policy, qualitative methods for public policy, microeconomics, macroeconomics, policy analysis, comparative politics, governance, international relations, European integration, development, and political economy. The exact course selection depends on the mobility track and the partner institution. 16 The program also includes practical components such as internships, policy-oriented activities, study visits, and interaction with practitioners. These elements are intended to connect academic concepts with real-world policy problems. Eligibility Requirements Mundus MAPP is open to European and third-country national students. The basic educational requirement is a Bachelor’s degree comprising at least three years of study from a recognized university or higher education institution. Applicants are also expected to demonstrate strong motivation and interest in European and international public policy. This is assessed through the applicant’s statement of purpose and overall application. Work experience is not an eligibility requirement, although the official admissions information states that candidates with relevant work experience may receive preference during evaluation. 17 Physical mobility is another important requirement. Students must complete the compulsory study periods in two different countries and cannot replace the required physical mobility with virtual study. Applicants must also meet the residence-related mobility rules associated with their selected track. 18 English Language Requirements Applicants must demonstrate sufficient English proficiency unless they qualify for an official exemption or waiver. The current official requirements list IELTS Academic 7.0 or above, TOEFL iBT 95 or above, Cambridge C1 Advanced at C1 or above, Cambridge C2 Proficiency at C2 or above, Pearson PTE Academic 76 or above, or Duolingo English Test 130 or above. The accepted test must normally fall within the validity period specified by the program. English-language degree holders may qualify for a waiver in specified circumstances, depending on citizenship, location of study, and proof that the degree was taught exclusively in English. 19 Applicants intending to study through the ISS-IBEI or ISS-York tracks and requiring a Dutch student visa should also be aware that additional English-language evidence may be required for visa purposes in certain cases. The Consortium states that these additional requirements are related to Dutch immigration rules rather than the core Mundus MAPP admission requirements. 20 Application Documents The online application requires academic records and supporting materials. Applicants should prepare their Bachelor’s academic transcript and degree certificate or appropriate proof of current enrollment/completion where applicable. The application also requires a full curriculum vitae or resume, and the program asks applicants to include publications in the CV if they have any. A statement of purpose of no more than 500 words is required. It should explain the applicant’s reasons for applying to Mundus MAPP, research interests, relevant academic and professional experience, future career plans, and the selected study track. The official checklist specifically warns that longer statements will not be considered. 21 Applicants must also provide two confidential recommendation letters, preferably with at least one referee being an academic. Referees are registered through the online application and receive a link to submit their recommendations electronically. The recommendation letters must be submitted within seven days after the applicant submits the application. 22 English-language evidence must also be submitted where required. Applicants should carefully review the official English-language waiver rules before assuming that an English-medium degree automatically eliminates the test requirement. Application Process Admissions to Mundus MAPP are centrally administered by Central European University Private University. Applicants cannot submit their Mundus MAPP application directly through another consortium university. Applicants must complete the online application form, select one mobility track, upload the required supporting documentation, provide referee information, and indicate whether they wish to be considered for financial aid. There is no separate application for the Erasmus Mundus scholarship. Scholarship consideration is requested within the main admission application. Applicants seeking financial aid must therefore make sure that their application is submitted by December 1, 2026 at 23:59 CET. 23 Applicants should carefully select their mobility track before submitting the application because only one of the four available tracks may be selected. Important Dates for the 2027–2029 Cohort The earliest and most important date for scholarship applicants is December 1, 2026 at 23:59 CET. This is the deadline for applicants seeking financial aid and also serves as the early deadline for self-funded applications. The first-round decisions, including Erasmus Mundus scholarship results, are scheduled for April 14, 2027. Applicants who do not seek financial aid and who are non-EU/EEA residents have a later deadline of April 15, 2027 at 23:59 CET. For EU/EEA residents who do not seek financial aid, the deadline is July 1, 2027 at 23:59 CET. The official calendar also lists July 31, 2027 as the deadline for submitting official academic records. 24 Health Insurance and Other Costs The Mundus MAPP Consortium states that health insurance meeting the applicable EACEA minimum requirements is purchased for enrolled students for the duration of the studies, including a period before and after the study period. However, applicants should budget separately for expenses that are not covered by the EMJM scholarship. These include the Study Visit, Winter School, and certain travel and visa expenses. The official financial-aid page gives approximate ranges of €600–€1,000 for the Study Visit and €600–€1,000 for the Winter School, depending on the destination. 25 Career and Academic Opportunities The program is designed for students interested in careers involving public policy, policy analysis, governance, international organizations, public administration, development, research, civil society, NGOs, think tanks, and other policy-related fields. Its international structure can provide students with exposure to different European policy environments while developing analytical and research skills. Students also benefit from the combination of academic coursework, research training, practical policy activities, and international mobility. Important Information for International Applicants International applicants should pay particular attention to the mobility and residence rules before choosing a track. Because the program requires physical study in two different countries, applicants need to understand the visa and residence implications of their selected route. Applicants from outside the EU/EEA should also distinguish between admission deadlines and scholarship deadlines. The December 1, 2026 deadline is the key deadline for scholarship consideration. Waiting for the later self-funded deadline means that the applicant is not applying through the main financial-aid deadline. Applicants should also avoid assuming that receiving admission automatically means receiving an Erasmus Mundus scholarship. The Consortium explicitly states that only a limited number of EMJM scholarships are awarded and encourages applicants to seek additional external funding. 26 Final Overview The Mundus MAPP 2027–2029 opportunity combines a two-year Master’s degree in Public Policy with compulsory international mobility across European universities. Students choose one of four tracks: Global Public Policy, European Public Policy, Political Economy and Development, or Governance and Development. For applicants seeking the Erasmus Mundus scholarship, the most important date is December 1, 2026 at 23:59 CET. The EMJM scholarship provides €1,400 per month for up to 24 months, with a maximum value of €33,600, together with a full tuition-fee waiver, but it is competitive and limited in number. Certain expenses remain outside the scholarship coverage. The application is submitted centrally through Central European University Private University, and there is no separate Erasmus Mundus scholarship application. Applicants indicate their interest in financial aid within the main application. Because the program combines academic study, international mobility, research training, and practical policy experience, applicants should carefully review the official admission requirements, choose the mobility track that corresponds to their academic and career interests, prepare their academic records and supporting documents early, and submit a complete application before the applicable deadline. All applicants should consult the official Mundus MAPP website and admissions calendar for any updates before submitting their application, as deadlines, requirements, funding arrangements, and administrative procedures can change.
