Introduction The YSEALI Academic Fellows Program 2027 is a fully funded academic and cultural exchange opportunity in the United States for eligible young leaders from Southeast Asia. The programme is part of the Young Southeast Asian Leaders Initiative (YSEALI) and is sponsored by the U.S. Department of State, with funding provided by the U.S. Government and administration by the Maureen and Mike Mansfield Center at the University of Montana. The programme brings eligible young people from Southeast Asia to the United States for an approximately five-week academic exchange. The experience combines academic learning, leadership development, community activities, academic field experiences, cultural exchange, and networking with other young leaders. The 2027 application cycle is currently open and covers both the Spring 2027 and Fall 2027 cohorts. Applicants do not need to submit a second application later for the Fall cohort. The official application deadline is 12 October 2026 at 20:00 WIB. 1 About YSEALI Academic Fellows The Young Southeast Asian Leaders Initiative Academic Fellows Program is designed to develop leadership capabilities among young people in Southeast Asia while strengthening connections between the United States and Southeast Asian countries. The programme provides participants with an opportunity to experience academic life at a U.S. college or university while exploring important social, economic, environmental, political, and security-related issues. The official YSEALI Academic Fellows website describes the programme as a fully funded five-week exchange for eligible undergraduate students and recent graduates aged generally 18–25. The 2027 application information also confirms that full-time or part-time undergraduate or graduate students may apply, as well as individuals who graduated with an undergraduate degree within the last four years. 2 Programme Duration The YSEALI Academic Fellows experience lasts approximately five weeks. For the 2027 cycle, the official website lists expected dates of: Spring 2027: April 1–May 5, 2027 Fall 2027: September 16–October 20, 2027 The exact institute placement is determined by the programme. Applicants cannot request a specific U.S. institute, and selected Fellows are assigned to a theme and institute according to programme arrangements. 3 Fully Funded Exchange YSEALI Academic Fellows is a fully funded exchange programme for selected Fellows. The official FAQ states that there is no fee to participate in the programme. If an applicant is selected as a Fellow, the U.S. Department of State covers costs associated with international travel, visa, and basic living costs in the United States. 4 The programme also arranges international travel for Fellows. The official travel information explains that the programme's travel team is responsible for arranging international flights for participants. The official FAQ states that round-trip airfare is purchased for arrival on the first day of the programme and departure on the last day of the programme. Personal extensions of the trip are not permitted under the programme's travel arrangements. 5 Visa Support Selected Fellows participate in the U.S. J-1 Exchange Visitor visa process. The Mansfield Center prepares the required DS-2019 documentation, which is used to initiate the J-1 visa process through the relevant U.S. Embassy or Consulate. The programme states that visa fees are waived for participants. The official application page also confirms that visa fees are paid by the programme and that there is no cost to selected Fellows for the visa fee. 6 Applicants must still be eligible to receive a U.S. J-1 visa and must complete the required embassy or consulate process. Visa issuance is subject to the applicable U.S. visa procedures. Eligible Countries The 2027 U.S.-based YSEALI Academic Fellows Program has specific nationality and residency requirements. Eligible citizens are from: Brunei Cambodia Indonesia Malaysia Philippines Singapore Thailand Timor-Leste Vietnam Applicants must also be residents of an ASEAN member state. The official programme defines residency as physically residing in an ASEAN member state from 12 October 2026 through the start of the selected Fellowship. 7 For the 2027 U.S.-based programme, citizens of Myanmar and Laos are not eligible because of current visa restrictions. The official FAQ clarifies that this restriction is based on citizenship rather than simply the country of residence. 8 Therefore, applicants from countries outside the specified YSEALI eligibility list, including Pakistan, are not eligible for this particular 2027 U.S.-based Academic Fellows application. Age Requirement Applicants should generally be between 18 and 25 years old at the application deadline. The official programme FAQ states that applicants must be 18 by the application deadline. Applicants who are 17 on the deadline are not eligible even if they turn 18 before the programme begins. 9 Applicants who are over 25 may exceptionally be considered if they meet the other eligibility requirements, although the programme is primarily designed for participants in the 18–25 age range. 10 Educational Eligibility The 2027 application is open to students and recent graduates meeting the programme's requirements. Eligible applicants may be: Full-time undergraduate students Part-time undergraduate students Full-time graduate students Part-time graduate students or individuals who graduated with their undergraduate degree within the previous four years. 11 This means that the opportunity is broader than an undergraduate-only exchange. Graduate students who satisfy all other nationality, residency, age, English, and programme requirements may also apply. English Requirement The Fellowship is conducted entirely in English. Applicants must be proficient in reading, writing, and speaking English. The official FAQ does not require applicants to submit an IELTS or TOEFL certificate as a universal application requirement. Instead, the programme requires applicants to demonstrate sufficient English proficiency for participation. Applications themselves must also be submitted in English. Applications submitted in another language will not be evaluated. 12 Therefore, “No IELTS Required” can be used carefully, but it should not be interpreted as meaning that English proficiency is unnecessary. Leadership and Community Experience YSEALI Academic Fellows is designed for applicants who demonstrate leadership potential and engagement with their communities. The official application information identifies several desired qualifications. Applicants should demonstrate interest, knowledge, or relevant academic, professional, or community experience connected to one or more Fellowship themes. They should also demonstrate strong leadership qualities and potential in their university, workplace, or community. Applicants are expected to have a serious interest in learning about the United States and developing relationships between the United States and Southeast Asia. The programme also expects participants to be prepared to take part fully in an intensive academic programme, community activities, and academic field experiences. 13 Commitment to Return Home Applicants should have a commitment to return to their home country after the programme and use the leadership skills and training gained through the Fellowship to contribute to their communities. This is part of the programme's broader goal of developing young leaders who can contribute to cooperation and shared problem-solving in Southeast Asia. Applicants should therefore be prepared to explain how the knowledge and leadership experience gained through the exchange can contribute to their academic, professional, or community activities after returning home. Four Fellowship Themes The 2027 YSEALI Academic Fellows Program offers four major thematic areas. The first is Economic Prosperity. This theme explores topics related to business models, technological innovation, labor markets, monetary policy, economic growth, entrepreneurship, investment, fundraising, financial literacy, organizational development, strategic planning, corporate governance, and other economic issues. The programme may also explore U.S. technology and AI frameworks and related regulatory questions. 14 The second theme is Liberty and Freedom. This theme examines concepts such as freedom of speech, liberty, self-governance, civic engagement, public advocacy, and the role of citizens and groups in shaping society. The third theme is Natural Resources. This area explores agriculture, fisheries, energy, critical minerals, energy security, supply-chain resilience, disaster preparedness, mining, rare-earth minerals, water and waste management, and farming. The fourth theme is Peace and Security. This theme examines approaches to local, regional, and international peace and security. Topics may include countering human and drug trafficking, disaster preparedness and response, cybersecurity, public health security, transnational crime, online scams, and border security. 15 Academic Residency A central component of the programme is the academic residency at a U.S. college or university. Participants spend part of the five-week exchange engaged in structured academic learning related to their assigned Fellowship theme. The programme is designed to provide participants with an understanding of U.S. society, institutions, culture, and approaches to important contemporary issues. The academic experience is combined with practical and community-based activities rather than being limited to traditional classroom study. Community Activities Fellows participate in community activities as part of their exchange. These activities provide participants with opportunities to engage with communities in the United States and gain practical experience outside the academic setting. Community engagement is also connected to the programme's emphasis on leadership and civic participation. Academic Field Experience The programme includes an academic field experience that allows Fellows to explore issues connected to their academic theme in a practical context. The programme also includes travel and activities beyond the primary academic residency. The official programme information describes the overall Fellowship as including an academic residency, community service activities, academic field experience, a closing workshop, and a Reciprocal Exchange component. 16 Washington, D.C. Component The YSEALI Academic Fellows programme includes activities in Washington, D.C. as part of the academic field experience. The U.S. Government's programme description explains that each institute includes approximately four weeks of academic residency followed by an approximately one-week integrated academic field experience that includes time in Washington, D.C. 17 This gives Fellows exposure to U.S. institutions and perspectives connected to their selected thematic area. Networking International networking is an important part of YSEALI. Participants meet other young leaders from eligible Southeast Asian countries and take part in activities designed to build relationships across national borders. The broader YSEALI programme seeks to cultivate a network of young leaders who collaborate across countries to address shared challenges. The official YSEALI website reports more than 2,700 YSEALI Academic Fellows alumni and highlights the programme's broader community and leadership network. 18 Cultural Exchange The Fellowship is also designed as a cultural exchange. Participants learn about U.S. society, culture, institutions, and communities while sharing perspectives from their own countries and cultures. This two-way cultural component is an important part of the programme's objective of strengthening connections between Southeast Asia and the United States. Reciprocal Exchange The programme includes a Reciprocal Exchange component through which American participants engage with Southeast Asia. This reflects the programme's broader goal of creating two-way relationships rather than treating the Fellowship simply as a one-directional study visit. The official YSEALI website identifies Reciprocal Exchange as one of the components connected with the Academic Fellows programme. 19 No Participation Fee Selected Fellows do not pay a participation fee. The official FAQ explicitly states that there is no fee to participate in the programme. For selected Fellows, the U.S. Department of State covers costs associated with international travel, visa, and basic living expenses in the United States. 20 This is why the programme can accurately be described as a fully funded exchange. Travel Arrangements International travel is arranged through the programme's travel team. The official travel information explains that the travel team works with Fellows to arrange international flights. The programme's FAQ states that round-trip airfare is purchased for arrival on the first day of the programme and departure on the last day. Participants cannot extend their programme travel for personal tourism or family visits under the official travel arrangements. 21 Passport Requirement A valid passport is not required at the time of submitting the application. However, selected Fellows must have a passport from one of the eligible 2027 YSEALI countries before travelling to the United States. The official FAQ specifically lists the eligible countries and explains that selected Fellows must travel using the passport of their eligible YSEALI country of citizenship. 22 U.S. Citizenship Restriction U.S. citizens, permanent residents, and green-card holders are not eligible to apply for the YSEALI Academic Fellows Program. This restriction also applies to dual citizens who hold U.S. citizenship or permanent residency. Eligible applicants who hold dual citizenship with another non-U.S. country may apply if they satisfy the programme's eligible-country citizenship and residency requirements. 23 Previous YSEALI Academic Fellows Applicants who are already YSEALI Academic Fellows alumni are not eligible to apply again for this programme. The current application page explicitly lists previous YSEALI Academic Fellows alumni among those who cannot apply. 24 U.S. Government Employees Employees of the U.S. Government and immediate family members of U.S. Government employees are not eligible for the programme. This restriction is included in the official 2027 eligibility requirements. 25 Application Deadline The official application deadline is: 12 October 2026 at 20:00 WIB The deadline applies to both Spring and Fall 2027 cohorts. The official website explicitly states that there will be no later application period for the Fall 2027 cohort. Applicants who want to be considered for Fall 2027 must therefore apply during this current application cycle. 26 Application Platform Applications must be submitted through the official Submittable application platform. The YSEALI Academic Fellows website provides a downloadable application document for reference, but the official website clearly states that this document is for reference only. Only applications submitted through the official Submittable platform will be considered. 27 Application Process Applicants should first verify their eligibility, particularly their citizenship, residency, age, educational status, English proficiency, and J-1 visa eligibility. They should then review the four Fellowship themes and consider which theme aligns with their academic, professional, or community experience. The application must be completed in English. Applicants should provide accurate information and demonstrate their leadership experience, interests, community engagement, academic background, and motivation for participating. After completing the application, it must be submitted through the official Submittable platform before the stated deadline. Applicants should retain confirmation of submission and monitor the contact information used in their application for further communication. Selection and Interviews Selected applicants move through a competitive selection process. The official programme information indicates that applicants may be contacted for further steps during the selection process. The programme also states that applicants must be proficient in English because the Fellowship is conducted entirely in English. Successful candidates then receive additional instructions regarding their Fellowship placement, travel arrangements, visa processing, and programme participation. J-1 Visa Selected Fellows travel to the United States under the J-1 Exchange Visitor visa category. The Mansfield Center prepares the DS-2019 documentation required to initiate the visa process. The participant then works with the relevant U.S. Embassy or Consulate to complete the visa process. The programme states that its participants do not have to pay the J-1 visa fee. 28 Full Participation Requirement The Fellowship is an intensive programme and requires full participation. The official FAQ states that Fellows must be fully engaged in all programme activities, including sessions, events, site visits, cultural activities, and other scheduled components. Participants cannot simply attend selected activities while continuing unrelated work or study commitments during the programme. 29 Final Overview The YSEALI Academic Fellows Program 2027 is a U.S. Department of State-sponsored, fully funded academic and cultural exchange for eligible young leaders from Southeast Asia.
